乡村振兴背景下南疆农民对农村闲置建设用地支持农村公共事业发展意愿分析

摘　　要：农村公共事业关乎农民的基本生存条件和生活质量,其发展更是推动乡村振兴进程的重要途径。南疆地区经济发展较为缓慢,在乡村振兴背景下研究南疆农民对农村闲置建设用地支持农村公共事业发展意愿,对于促进南疆四地区经济发展具有重要意义。通过对南疆和田地区、喀什地区、阿克苏地区、克孜勒苏柯尔克孜自治州4个区域进行实地考察和问卷调查,借助SEM结构模型方程对获得的566份样本进行分析,分别从闲置宅基地认知情况、闲置宅基地政策、宅基地功能演变及村内基础设施条件4个维度的15个变量中分析农户支持本村公共事业发展的意愿。最后,从盘活闲置宅基地、基础设施建设和政策宣传等方面提出了相应的对策建议。Rural public utility is the farmer's basic living conditions and quality of life,its development is the important way to promote rural renewal process.The regional economic development in southern Xinjiang is relatively slow,it is of great significance for improving the economic development in four regions of southern Xinjiang to study the willingness of farmers in southern Xinjiang to support the development of rural public utilities with idle rural construction land under the background of rural revitalization.Through field investigation and questionnaire survey in Hotan Prefecture,Kashgar Prefecture,Aksu Prefecture and Kizilsu Kirgiz Autonomous Prefecture in southern Xinjiang,566 samples were analyzed by means of SEM structural model equation,and the willingness of farmers to support the development of public utilities in the village was analyzed from 15 variables included in cognition of idle homestead,policy of idle homestead,function evolution of homestead and infrastructure conditions in the village.Finally,corresponding countermeasures and suggestions were put forward from the aspects of revitalizing idle housing land,infrastructure construction and policy publicity.
