摘　　要：针对电力体制改革快速推进而带来的电费风险防控问题,提出了一种电力市场化交易电费风险防控体系,涵盖电力市场交易机构、电网企业、发电企业、售电公司和电力用户等市场成员。首先成立市场化交易电费风险防控机构,对各市场成员责任进行划分,建立相互协作和监督机制;然后构建市场化交易电费风险防控指标体系,细化电费风险评估内容和处置措施,提高风险防控手段;最后设计了电力市场化交易电费风险防控平台,通过集中开展指标监控、业务流程监控、电费风险评估等工作,实现市场化交易结算风险全过程、实时化、集中式在线管控,以确保电力市场化交易结算准确、兑现及时、电费风险防控到位,切实维护各方权益。For the risk prevention and control of electric charge caused by the rapid development of electric power system reform,a risk prevention and control system of power market trading is proposed,which covers market members such as power exchange centers,power grid enterprises,power generation enterprises,distribution companies,power consumers and so on.Firstly,a market-oriented transaction electricity fee risk prevention and control agency has been established,the responsibilities of various market members have been divided,and cooperation and supervision mechanisms have been established.Then,a market-oriented transaction electricity fee risk prevention and control index system has been constructed,the content of electricity fee risk assessment and disposal measures has refined,and the risk prevention and control methods has improved.Finally,a market-oriented electricity fee risk prevention and control platform has been designed.Through centralized indicator monitoring,business process monitoring,electricity fee risk assessment,etc.,the whole process of market-oriented transaction settlement risk,real-time and centralized online management and control have been realized,so as to ensure accurate and timely settlement of electricity market-oriented transactions,timely payment and prevention and control of electricity fee risks,and effectively protect the rights and interests of all parties.
