网络基建、比较优势与后发赋能

摘　　要：网络基础设施建设是新发展格局下后发区域实现增长赋能的重要途径。在新经济地理学“核心—外围”框架下,首先对网络基建如何赋能后发区域进行理论分析和提出假说,然后基于2010—2019年中国249个地级市面板数据,借助“宽带中国”试点的准自然实验进行实证分析。结果显示:网络基建会加速后发区域衰落,但并非“膏肓之疾”,因为同时会诱发产业和创新比较优势赋能效应,比较优势越强的后发区域,赋能产生的增长效应就越强。机制分析发现,网络基建主要通过促进产业和创新优势晋级、矫正空间要素错配、促进数字化转型三个渠道向后发区域赋能。因此,后发区域应当充分挖掘并发挥产业和创新比较优势,抓住赋能契机,以网络基建助力数字经济发展。Internet infrastructure are important opportunities for regional growth in the new era.Firstly,within the framework of classic“core-periphery”framework of new economic geography,this paper makes a theoretical analysis of how internet infrastructure can accelerate growth in periphery regions and puts forward hypotheses.Then,based on the quasi-natural experiment of the“Broadband China”pilot were carried out using the panel data of 249 prefecture-level cities from 2010 to 2019.It is found that internet infrastructure will indeed accelerate the decline of periphery regions,but it is not a fatal disease,because at the same time,the enabling effect of industrial and innovation comparative advantage is very significant,and the stronger the periphery regions with stronger comparative advantage,the stronger the enabling effect.Mechanism analysis shows that internet infrastructure mainly empowers periphery regions through three channels:promoting the upgrading of industrial and innovation advantages,correcting the mismatch of spatial elements,and promoting the digital transformation of companies.Therefore,the periphery regions should fully tap and give full play to the comparative advantages of industry and innovation using internet infrastructure promotes the outbreak of digital economy.
