摘　　要：党内法规制定权限场域中的思想整合命题,主要指向执政党思想领导法规所涉党的指导思想等方面的权限事项,并围绕意识形态领域的思想整合规范设定而具体展开。作为一种前置环节意义上的过程规范建构实践的思想整合,有必要基于宣示性自我革命的行为规则指引,主要依托执政党的思想建设革新性规范表达,来科学践行执政党的思想领导。可针对宣示性自我革命这类旨在约束执政党自我规制行为的准据样态,来厘清其目标定性与行为进路,以明晰外化执政理念所依托之马克思主义大众化的特定准则和依据。基于此,在宣示性自我革命的行为规则指引下,有必要从执政党与其他社会成员实现思想整合所依托的宣示性认同与遵守这两个方面,具体完成执政党思想领导法规的规范属性识别。进而阐明该类党内法规制定权限事项在对象层次和创新形式维度的表达要旨,并科学设置相应党内法规规范的权力边界,以厘清执政党实现思想整合方向引领的规范要义。The proposition of ideological integration concerning the authority to enact internal regula-tions and laws of the CPC,often points to the authority matters of the CPC's guiding ideology and other aspects related to the regulations and laws involving the ruling party's ideological leadership,and it is carried out specifically around the establishment of normative regulations for ideological integration in the realm of ideology.As an ideological integration in the normative construction of the prepositive meaning process,it needs to be guided by rules of conduct of declarative self-revolution,and mainly relies on the innovative normative expression of the ruling party's ideological construction to implement its ideological leadership in a sound manner.To clarify the goal orientation of and behavioral approach to the declarative rules of self-revolution,which are aimed at constraining the ruling party's self-regula-tory behavior,it is essential to elucidate the specific criteria and basis of the Marxist popularization that underlie the external transformation of the ruling ideology.On this basis and under the guidance of declarative rules of self-revolutionary behavior,it is necessary to identify the normative attributes of the ruling party's ideological leadership regulations by focusing on declarative identification and compli-ance,which form the basis for ideological integration between the ruling party and other members of society.Furthermore,it is important to clarify the essential aspects of the expression of matters of authority in the formulation of such regulations in terms of the level of objectives and innovative forms.This will enable the scientific establishment of the power boundaries of corresponding intra-party regu-lations,thereby clarifying the normative essence of the ruling party's direction and guidance in achie-ving ideological integration.
