1949—1952年北京市摊贩管理初探

摘　　要：从北京和平解放到1952年,北京市政府对全市摊贩进行了管理。整个管理过程可以分为两个阶段,前期侧重于摊贩秩序管理,是初步管理;后期侧重于向摊贩征税收租,是深入管理。为了管理好摊贩,北京市政府采取了六项措施,取得了五个方面的成效,值得研究重视。From the peaceful liberation of Beijing till 1952, the Beijing Municipal Government took se⁃ ries of measures to manage the vendors in the city. The whole management process can be divided into two stages. The first stage focused on the order man⁃ agement of vendors, which is preliminary manage⁃ ment. In the later period, it focused on collecting rent from vendors, which was in- depth management. In order to manage vendors well, the Beijing Municipal Government has taken six measures and achieved five results, which are worthy of study and attention.
