民主观念谱系及创新:全过程人民民主理论的阐释性建构

摘　　要：在人类政治文明历史演进中,以古希腊为源点、以人民主权为根基、以人的解放为宗旨、以精英为模式和以人民为中心的民主谱系丰富了人们对民主观念的理解与把握。在对民主的探索中,人们也遭遇到民主泛化、独尊化、标签化、宗教化、工具化、格式化和终极化等民主观念的认知偏差,这种偏差一再阻碍着人们对民主内涵与本质的正确把握。在探索民主政治发展中,中国提出了全过程人民民主观念,认为民主是一个复合型的观念,是民主选举、协商、决策、管理和监督“五大民主”观念的高度互通、互相依存和协同一致,能够实现过程民主和成果民主、程序民主和实质民主、直接民主和间接民主、人民民主和国家意志的高度统一性,切实发挥出民主的治理效能。全过程人民民主的提出不仅是民主观念的更新,更是对时代蜕变的积极回应,同时也展示出人类对民主制度孜孜不倦的追求。In the historical development of human political civilization,the genealogy of democracy takes ancient Greece as the“source”,people’s sovereignty as the foundation,human emancipation as the goal,elites as the model,and people-centered democracy has enriched people’s understanding and grasp of the concept of democracy.In exploring democracy,people have also encountered cognitive biases in concepts such as generalization,exclusivization,labeling,religiosity,instrumentalization,formatting,and ultimatization,which have repeatedly hindered people’s correct understanding of the meaning and essence of democracy.In exploring the development of democratic politics,China has put forward the concept of people’s democracy in the whole process,believing that democracy is a composite concept that is highly interrelated,interdependent,and synergistic with the five major concepts of democracy,namely,democratic election,consultation,decision-making,administration,and supervision,and that it is capable of realizing the concepts of democracy in the process and democracy in the result,procedural democracy and substantive democracy,direct democracy and indirect democracy,people’s democracy and people’s democracy,and democracy of the people and democracy of the end.It can realize a high degree of unity between process democracy and result democracy,procedural democracy and substantive democracy,direct democracy and indirect democracy,and people’s democracy and the will of the state,and thus effectively bring into play the effectiveness of democratic governance.The proposal of people’s democracy as a whole process is not only a renewal of the concept of democracy,but also a positive response to the metamorphosis of the times,and an expression of people’s untiring pursuit of democracy.
