需求溢出理论视角下政府养老责任维度模型的构建

摘　　要：为贯彻实施积极应对人口老龄化国家战略,破解有效供给不足、服务质效不高问题,需要通过多主体发挥各自优势,责任共担、协同供给,共同构建兜底性、普惠型、多样化的养老服务体系,其中,政府角色居于核心主导位置。因此,厘清政府责任边界举足轻重。政府养老责任的维度模型借助需求溢出理论的逻辑思路,将政府养老责任分为目标责任和手段责任:政府的目标责任从价值维度,以治理广度和治理深度明确政府责任的治理目标;政府的手段责任从工具层面切入,通过考量政府资源配置的密度和强度,比较不同手段路径下养老资源配置的效度,从而对政府对养老公共事务治理的力度形成直观的分析。在治理广度、治理深度、治理力度三维一体视角下,立体化呈现政府养老责任图景,助力政府找准责任定位、撬动社会资源,盘活存量、优化增量,构建养老服务高质量发展格局,推动养老服务高质量、精准化、持久化发展。In order to implement National Strategy for Population Aging,solving the problems of insufficient effective supply and low service quality and efficiency,it is necessary to leverage the advantages of multiple subjects,share responsibilities and coordinate supply,and jointly build a bottom-up,inclusive,and diversified elderly care service system.Among them,the role of the government is at the core leading position.Therefore,clarifying the boundaries of government responsibility is crucial.The dimensional model of government elderly care responsibility utilizes the logical approach of Need-Spillover theory to divide government elderly care responsibility into target responsibility and means responsibility.Based on value dimension,government’s objective responsibility uses governance breadth and depth to define the governance objectives of government.Government Means Responsibility derives from tool level and compares effectiveness of elderly care resource allocation under different means by considering the density and intensity of government resource allocation,thus forming an intuitive analysis of the government’s governance of elderly care public affairs.From the integration of governance breadth,depth,and strength,a three-dimensional picture of government elderly care responsibility is presented,helping government to identify responsibility boundary,leverage social resources,activate inventory and optimization increment,building a high-quality development pattern of elderly care services and promoting high-quality,precise,and sustainable development of elderly care services.
