摘　　要：“非市场导向”是美国、欧盟和日本发表联合声明中惯用措辞,已成为美国政府打压中国经济发展的利器。针对中国所谓的“非市场导向”,美国行政、立法部门与部分企业三方联手,力图在世界贸易组织、同盟体系等国际层面对中国形成高压态势。美国给中国贴上“非市场导向”标签,既有中美两国战略新兴产业发展计划趋同加剧双方竞争因素,还有美国两党应对“中国挑战”形成共识和谋求政治收益的原因,亦有现行国际经贸体系面临诸多不确定性的影响。面对美欧日紧密合作构建战略竞争框架、制定“美欧范式”贸易规则而带来的种种障碍,中国应该从自身利益出发,主动通过法律手段维权、扩大经贸朋友圈等举措作斗争。The term"non-market-oriented"is a common phrase used in joint statements issued by the US,EU and Japan,and has become a powerful tool for the US government to suppress China's economic development.The US executive and legislative branches and some companies are working together in a tripartite effort to create a high-pressure posture against China.The US labeling of China as"non-market-oriented"is a result of competition between the US and China,the desire of the US Democratic Party and Republican Party to seek political gains,and the uncertainty of the current international economic and trade system.In the face of challenges,China should take the initiative to fight against unfair practices in US trade with China by defending its rights through legal means and expanding its circle of economic and trade friends.
