“数字企业家”如何促进中国数字公共服务创新?——基于三省十四市的实证研究

摘　　要：作为数字经济、社会和数字政府发展中至关重要的角色,数字企业家被既有研究普遍视为数字经济繁荣的关键力量,但是其在国家治理和政府创新中的行为逻辑、创新策略及其潜在作用鲜有关注和探讨。本文通过对全国三个省份十四个市、县区政府官员的深入访谈与参与式观察,探讨他们作为关键行动者如何与上下级政府、数字平台企业和公众等合作互动来创新数字公共服务。研究发现:数字企业家通过三种战略促进制度创新:“制造数字叙事”、“构建数字联盟”和“操纵数字框架”。这些策略分别对应数字企业家蕴含的核心特征。研究认为:数字企业家完全可以通过新的策略机制来促进政府、数字平台企业、公众等多主体围绕数字公共服务的创新与合作。本研究从理论上质疑了西方社会科学研究对数字企业家的狭义市场界定,发展了面向中国国家治理场景的数字企业家理论。对注重依托数字企业家开展中国数字创新、改进数字型领导的策略和完善国家数字治理方略有着重要的实践启示。As the crucial role in the development of the digital economy,society and digital government,the digital entrepreneurs are widely regarded as the key forces for digital economy prosperity by existing research.However,research focused on its behavioral logic,innovative strategies,and potential effect in state governance and innovation is rarely seen in the literature.The objective of this paper is to illustrate how the digital entrepreneur interact with government,platform enterprise and public,to innovate the digital public service as focal actor.And it conducts in-depth interviews and participatory on government officials from 14 cities in 3provinces in China.The analysis reveals that there are three ways to promote institutional innovation of digital entrepreneurs.They are creating digital narratives,building digital alliances and manipulating digital frameworks,which are corresponding to core features of digital entrepreneurs.The contribution of this paper is to develop the theory,that digital entrepreneurs have special tactics to promote the innovation and cooperation of digital public services among government,platform enterprise and public.This paper challenges the narrow market definition of digital entrepreneurs in Western social science research,and develops the digital entrepreneur's theory in the context of state governance in China.And there are important practical implications,such as focusing on the digital entrepreneurs to carry out digital government innovation,improving the tactics of digital leadership,and perfecting the strategy of national digital governance.
