摘 要:本文以兰州高新技术产业开发区(简称“兰州高新区”)为实证对象,从土地利用强度、土地利用程度、土地监管绩效,以及综合用地效益四个层面构建土地集约利用评价指标体系,通过模糊物元模型和多因素综合评价法对开发区的土地集约利用水平进行综合评价并进行比较分析。结果表明:兰州高新区主区土地集约利用级别为“高度集约”,发展方向区为“中度集约”;兰州高新区主区主要障碍因子为人口密度,发展方向区主要障碍因子为人口密度和综合地均税收;相较于多因素综合评价法,模糊物元模型不仅可以对研究对象进行综合评价,还可以反映单项指标隶属等级的稳定性及变化趋势,它反映的信息更为丰富,更适用于土地集约利用评价。本文可为兰州高新区土地集约节约利用和用地政策优化调整提供科学依据与理论支撑。With Lanzhou high-tech industrial development zone as an empirical object,this paper builds a fouraspect land intensification assessment index system,including land use intensity,land use degree,land surveillance efficiency,and comprehensive benefits.It then compares the level of intensive land use in the development zone by using a fuzzy matter-element model and a multifactorial integrated method of assessment.The following are the findings of the research.First,the land intensive use level in the main area of Lanzhou high-tech industrial development zone is"highly intensive",and the development direction area is"moderately intensive".Second,population density is the major obstacle factor in the main area of Lanzhou high-tech industrial development zone,and population density and comprehensive average tax revenue are the major obstacle factor in the development direction area.Compared with the multi-factor evaluation method,the fuzzy matter-element model can not only comprehensively evaluate the research object,but also reflect the stability and change trend of the membership level for a single index.It implies more abundant information and is more suitable for the evaluation of land intensive use.This study can provide scientific basis and theoretical support for the intensive and economical use of land and the optimization and adjustment of land use policy in Lanzhou high-tech zone.
