越南海洋管理现状与趋势分析

摘　　要：越南自2007年颁布《至2020年越南海洋战略》以来,又陆续发布了一系列政治、经济、外交等领域涉海战略、法律、政策、规定,海洋管理架构在此基础上日趋完备。进入新世纪,全球气候变化、海平面上升等严峻态势使越南海洋管理从以安全为主转向“安全+发展”并重模式。越南作为我国重要的陆海邻国,海洋管理影响其南海政策和对华关系。因此,本文拟梳理越南海洋管理现状,分析越南海洋管理特点和未来方向,为中越推进海洋合作提供参考。In 2007,Vietnam issued the"Maritime Strategy to 2020".Since then,Vietnam Communist Party and Government have adopted a series of marine-related strategies,laws,policies and regulations in the fields of politics,economy and diplomacy,which help to complete Vietnam's maritime management structure.In the new century,with the ease of traditional global security and the intensity of non-traditional security threats such as climate change and sea level rise,Vietnam's maritime management has shifted from security-orientation to a"security plus development"model.As an important land and sea neighbor of China,Vietnam's maritime management affects its South China Sea policy and relations with China.Therefore,this paper intends to sort out the current situation of Vietnam's maritime management,and analyze the characteristics and future direction of Vietnam's maritime management,which are supposed to provide reference for Sino-Vietnam maritime cooperation.
