摘　　要：智慧城市是城市信息化的高级形式,测度城市信息化发展水平是智慧城市评价的基础。依据信息生态相关理论,并基于对智慧城市信息生态系统构成和对智慧城市信息生态位的分析,构建了智慧城市信息化发展评价指标体系,以衡量与比较不同智慧城市信息生态位状况。研究结果表明:信息产业发展是影响智慧城市信息化发展最重要的因素,科技成果转化、软件与信息技术服务对智慧城市信息化发展产生重要影响;北京、上海在智慧城市信息化要素水平和发展势头上均占据优势地位,北京、上海、重庆、天津信息化发展各维度的优势、短板均不同;信息环境上的差距是造成智慧城市信息化发展水平不一的主要原因,科技创新是弥合差距的关键点;北京、上海、重庆、天津信息化发展态势良好,北京、重庆和上海、天津分别处于信息化发展的稳发展、高速发展、快速发展阶段。Smart city is a high-level form of urban informatization,and measuring the development level of urban informatization is the basis of smart city appraisal.Based on the related theories of information ecology and on the analysis of smart city information ecosystem composition and smart city information niche,an appraisal index system for smart city information development is constructed to measure and compare the information niche of different smart cities,providing a certain theoretical basis for the development of smart city information.The results show that the development of information industry is the most important factor affecting the development of smart city informatization,and the transformation of scientific and technological achievements;software and information technology services have an important impact on the development of smart city informatization.Beijing and Shanghai occupy a dominant position in the level and development momentum of smart city informatization elements on one hand,and on the other hand,Beijing,Shanghai,Chognqing and Tianjin have different advantages and limitations in various dimensions of informatization development.The gap in the information environment is the main reason for the different development levels of smart city informatization,and scientific and technological innovation is the key to bridging the gap.The four cities have a good trend of information technology development,and Beijing is in the steady development of information technology development,Chongqing and Shanghai are in the high-speed development stage,and Tianjin is in the rapid development stage.This study puts forward countermeasures and suggestions for the development of smart city informatization,and enriches the application of information ecology theory in smart city evaluation.
