学术期刊论文网络首发的问题与对策——以CAJ-N网络首发为例

摘　　要：与传统纸质出版方式相比,学术期刊论文网络首发具有出版时效快捷性、传播方式网络化、学术影响赋能力等明显优势。鉴于利益攸关者的功利性、网络技术的双刃性及制度保障的滞后性等多因素影响,学术期刊网络首发在带来论文首发正效应的同时,也随之产生了一些负效应或现实问题:网络首发平台系统功能不完善;利害关系人存在利益冲突与纠纷;政策变化的矛盾性与管理服务的失准性;成果认定的尴尬境遇与期刊评价的争议性。针对上述因技术、利益、管理、制度引发的网络首发问题,需要管理、服务、出版、作者等利害关系方顺势而为,对症下药,趋利避害,积极从技术赋能、利益平衡、精准服务、制度优化入手,逐步解决学术期刊论文网络首发面临的现实问题,不断探索学术期刊网络首发出版新模式,积极推进新时代出版事业的健康发展。Compared with traditional paper publishing,online first publications of academic journal papers,which generally refer to a digital edition of peer reviewed articles before print publication,have obvious advantages such as quick publishing time,networked dissemination mode and academic influence empowerment.Given the utilitarian nature of stakeholders,the double edged of network technology,and the lagging of institutional guarantees,the online first publications of academic journals bring about positive effects as well as negative effects or practical problems,such as the imperfect system function of the online first-launching platform,conflicts of interest and disputes between the stakeholders,the contradictions from policy changes and the inaccuracy of management services,the embarrassing situation of outcome recognition and the controversial nature of journal evaluation.In order to solve these problems caused by technology,interests,management and system,such stakeholders as the journal management,services,publishing,authors and other interested parties should act accordingly and take the initiative by seeking advantages and avoiding disadvantages,actively starting with technology empowerment,balancing the interests,providing precise services and optimizing the system.By doing so,the practical problems can be explored and solved faced by the online first publications of academic journals.We will continue to explore new models of online first publications of academic journals,and actively promote the healthy development of the publishing industry in the new era.
