河湖地下水回补生态补偿标准量化研究——以“三山五园”玉泉山片区为例

摘　　要：为科学制定合理的河湖地下水回补生态补偿标准,以北京市“三山五园”的玉泉山流域片区为例,运用资产价值法和替代工程法,基于河湖地下水回补效益分析,构建生态补偿标准量化模型,对河湖地下水回补带来的效益进行量化研究。满足河湖地下水回补需求的最大补水量2400万m^(3)时补偿标准为4101万元,水分调节功能价值为1179万元,供水价值为2922万元。从改善河湖生态环境和增加地下水储量等方面核算生态补偿标准较为合理。研究成果可促进河湖地下水回补型生态补水的可持续实施,生态补偿标准模型具有一定的推广应用价值。In order to scientifically formulate a reasonable ecological compensation standard for river and lake groundwater recharge,taking Yuquanshan Basin area of Three Mountains and Five gardens"in Beijing as an example,the quantitative model of ecological compensation standard is established based on the analysis of river and lake groundwater recharge benefit by using asset value method and alternative engineering method,and the benefits brought by river and lake groundwater recharge are quantified.The results show that the compensation standard is 41.01 million RMB,the value of water regulation function is 11.79 million RMB,and the value of water supply is 29.22 million RMB when the maximum amount of water replenishment is 24 million m.It is reasonable to calculate the result of ecological compensation standard from the aspects of improving river and lake ecological environment and increasing groundwater reserves.The results of this study can promote the sustainable implementation of ecological replenishment of river and lake groundwater,and the standard model of ecological compensation has a certain popularization and application value.
