摘 要:绿色技术创新是实现经济和环境双赢的首要动力,在中国经济发展面临结构调整阵痛期等“四期叠加”阶段,有必要深入探析绿色技术创新的碳解锁路径。考虑生态环境承载压力,以2006—2020年我国30个省市(不包括台湾地区、香港地区、澳门地区和西藏)的面板数据为研究样本,测度各地区碳锁定水平,并基于经济结构调整视角分析了绿色技术创新实现碳解锁的产业结构、能源结构和要素结构优化机制以及环境规制的调节作用。研究发现:绿色技术创新具有显著的碳解锁效应,且在东部地区、经济发达地区和未拥有创新型产业集群的地区对碳锁定的抑制作用更强;产业结构和能源结构是绿色技术创新促降碳锁定的有效机制,要素结构优化则起到遮掩效应;正式环境规制能够显著调节要素结构对碳锁定的中介作用,使其发挥积极的碳解锁效应;环境规制并非所有结构优化机制促降碳锁定的有效调节手段,正式环境规制有利于产业结构、能源结构高效化和要素结构对碳锁定的促降作用,而非正式环境规制的调节作用不显著。研究结论有助于提升“双碳”目标下绿色技术创新实现碳解锁效应的认识,同时为地区制订相关政策提供建议参考。Green technology innovation is a crucial driver for achieving a win-win situation for the economy and the environment.In the“four-phase superposition”stage of China’s economic development,which is facing the challenges of structural restructuring,it is necessary to explore deeply the carbon unlocking path of green technology innovation.Considering the pressure on ecological environment carrying capacity,it used panel data from 30 provinces and municipalities in China from 2006 to 2020 as the research sample to measure the level of carbon sequestration in different regions.From the perspective of economic restructuring,it analyzed the optimization mechanisms of industrial structure,energy structure,and factor structure to achieve carbon unlocking through green technology innovation,as well as the moderating role of environmental regulations.It finds that:green technology innovation has a significant carbon unlocking effect,and the inhibition of carbon lock-in is stronger in the eastern region,economically developed regions,and regions without innovative industrial clusters;the industrial structure and energy structure are effective mechanisms for green technology innovation to promote carbon reduction and unlocking,while the optimization of the factor structure plays a masking effect;formal environmental regulations significantly regulate the mediating effect of the factor structure on carbon lock-in and play a positive carbon unlocking effect.However,environmental regulation is not an effective moderating method for all economic structural optimization mechanisms to promote carbon lock-in.Formal environmental regulation is conducive to the industrial structure,high efficiency of energy structure,and factor structure to promote the reduction of carbon lock-in,while informal environmental regulation does not have an ideal moderating effect.These research findings are helpful for understanding the carbon unlocking effect of green technology innovation under the carbon peaking and carbon neutrality goals,and pr
