道路运输常压金属罐体检验标准及其应用思考

摘　　要：常压罐车检验的法规标准尚未形成体系,相关法规或规章要求由授权机构对罐体产品实施出厂检验和定期检验,但没有实施细则和配套文件,在国家标准和行业标准的层面上亦未形成专项检验标准,产品标准GB18564.1提出了出厂检查、出厂检验和定期检验的要求。检验实践表明,这些要求存在不合常理、可操作性差等问题,按照GB18564.1实施出厂检验和定期检验,不能保证消除各种安全隐患。建议尽快健全法规标准体系,建立罐体产品的监督管理办法,出台专项检验标准,完善标准技术要求,督促检验机构严格执行检验标准,促进行业健康发展。At present,there is no established regulatory system for the inspection of atmospheric pressure tanker.Inspection before delivery and regular inspection by certificated agency are requested based on relevant laws and regulations,while so far there are no detailed implementation rules or relevant supportive document.Specific inspection standards at national or industrial standard level have not been developed as well.GB 18564.1 developed requirement for inspection and test before delivery and regular inspection,while practically,some of the requirements are unreasonable or with poor operability.The risks would not be eliminated if only GB 18564.1 is implemented.In order to promote the healthy development of this industry,it is suggested to improve relevant regulations and standards as soon as possible,establish measures for tanker supervision and management,issue special inspection standards and improve standard technical requirements,supervise and urge inspection institutions to strictly implement the inspection standard.
