摘 要:梳理我国船舶大气污染防治相关政策与标准,介绍源自发动机和燃油的船舶黑烟成因以及对全球气候变化和港口城市空气的危害,调研国内外船舶黑烟管控要求和检测方法,借鉴国内陆上固定污染源和移动污染源的黑烟治理经验,提出将船舶黑烟防治列为船舶大气污染防治重要工作内容的建议,以及船舶黑烟管控政策制定、船舶黑烟检测标准制定、多部委合作治理船舶黑烟、船舶黑烟治理与监管技术研发应用等展望。Ship air pollution prevention related domestic regulations and standards were sorted.Causes of ship black smoke due to the engine and fuel oil are introduced,as well as the harm to global climate change and coastal air quality.Based on the worldwide investigation on the requirements and detection methods of ship black smoke,and domestic experiences of black smoke control on the fixed and mobile pollution sources,ship black smoke control is strongly suggested as an important part of ship air pollution prevention.Furthermore,prospects were put forward to promote the formulation of ship black smoke control regulations,detection standards,cooperation mechanisms of multiple administrations,treatment technologies,and supervision technologies.
