云南省土地违法的变化特征及其影响因素研究

摘　　要：维护自然资源保护和开发利用秩序是云南省乃至全国当前自然资源领域的重中之重,为深入研究土地违法变化规律,以云南省2010—2020年土地卫片执法检查中的违法用地数据,采用土地违法变化分析和线性回归分析方法分析其违法数量和空间变化特征,揭示土地违法的影响因素。结果表明:(1)土地违法总体趋势波动上升。企事业单位、省重点工程以及交通运输用地违法占比较高,村组集体和个人、国家重点项目以及住宅用地等违法呈加速增长态势。(2)昆明市、临沧市、红河州、玉溪市等违法用地位居云南省前列,官渡区、蒙自市、临翔区、文山市、弥勒市和隆阳区等是土地违法的重点地区;保山市、临沧市、峨山县、镇沅县等是土地管理工作的热点地区。(3)土地违法行为影响程度由高到低依次是城镇化水平、经济增长、产业结构;与违法涉及耕地面积的相关程度,在2013年达到峰值;土地违法宗数与经济增长和城镇化水平因素的年均相关程度较高。研究结果以期为云南省乃至全国土地执法工作提供决策参考。Maintaining the order of natural resource protection and development is currently a top priority in the field of natural resources in Yunnan Province and even the whole country.In order to conduct in-depth research on the law of illegal land use changes,the illegal land use data from the law enforcement inspection of land satellite photos in Yunnan Province from 2010 to 2020 were used to analyze the illegal quantity and spatial change characteristics using land illegal change analysis and linear regression analysis methods,revealing the influencing factors of land illegal activities.The results indicate that:(1)the overall trend of illegal land use fluctuates and increases.The proportion of illegal activities in enterprises and institutions,provincial key projects,and transportation land is relatively high,and the illegal activities in village groups,collective and individual,national key projects,and residential land are accelerating.(2)Kunming,Lincang,Honghe prefecture,Yuxi and other illegal uses rank among the top in Yunnan province,and Guandu district,Mengzi city,Linxiang district,Wenshan city,Mile city and Longyang district are key areas of land violations;Baoshan city,Lincang,Eshan county and Zhenyuan county are the hot spots of land management.(3)The degree of impact of illegal land activities is ranked from high to low in terms of urbanization level,economic growth,and industrial structure;The degree of correlation with illegal land use reached its peak in 2013;The annual correlation between the number of illegal land cases and economic growth and urbanization level is relatively high.The research results are expected to provide decision-making references for land law enforcement work in Yunnan Province and even the whole country.
