摘 要:在全球各国碳中和进程加快和能源转型发展加速的背景下,以风力发电为代表的新能源发电产业将迎来更大规模发展,风电场运行对濒危鸟类造成威胁的环保问题以及由于保护鸟类造成发电效益下降问题矛盾更加突出。以澳大利亚牧牛山风电场项目为例,探讨分析了在本地珍稀鸟类保护和电力市场偏差考核约束下风电场优化运行的策略和方法,以实现生态效益和经济效益最佳平衡,可为我国环境友好型风电场建设提供经验和借鉴。Under the background of the acceleration of carbon neutrality process and energy transformation and development in various countries around the world,the new energy power generation industry represented by wind power generation will usher in a larger scale development,and the contradiction between the environmental protection problem of wind farm operation posing a threat to endangered birds and the decline of power generation efficiency due to the protection of birds is more prominent.Taking Cattle Hill Wind Farm project in Australia as a case,this paper discusses and analyzes the optimal operation strategies and methods of wind farms under the constraints of local rare bird protection and power market deviation assessment in order to achieve the best balance between ecological and economic benefits,which provides experience and reference for the construction of environment-friendly wind farms in China.
