民国时期开封市饮水问题及对策研究(1927—1937)

摘　　要：民国时期,开封市的饮水问题突出,主要表现为饮水资源缺乏、水质不洁、民众饮水卫生意识淡薄等,这对开封市民的身体健康和日常生活产生不利影响。为了有效解决这些问题,开封市政府采取了一系列的应对措施,主要包括完善饮水法规、开凿新式水井、整理渠道引水入城、改良井水水质、筹办自来水业和开展饮水卫生宣传教育等。这在一定程度上增加了饮水资源,净化了水质,初步改良了开封市的饮水问题。但限于资金和当时的社会条件,这些措施取得的成效是有限的。During the period of the Republic of China,the city of Kaifeng was faced with serious drinking water problems,such as lacking drinking water resources,poor water quality,and frequent occurrence of water-borne diseases,which affected the health and daily life of Kaifeng people.In order to effectively solve the problem of drinking water in Kaifeng city,the Kaifeng municipal government has taken a series of measures,including perfecting the drinking water laws and regulations,digging new wells,improving the water quality of wells,clearing up waterways,preparing for the startup of running-water industry,carrying out drinking water hygiene publicity and education,and so on.As a result,the drinking water resources in Kaifeng have been increased,the water quality has been purified,and the drinking water problem in Kaifeng has been solved,to some extent.However,due to the limited funds and social conditions at that time,the effects of these measures were not so satisfying that the drinking water problem in Kaifeng still existed.
