摘　　要：为了统筹协调移民及出入境事务的管理,2018年3月国家移民管理局正式挂牌成立。从1950年中国的第一项外国人管理政策颁布至今,中国的移民管理已经经历了70个年头。随着国家移民管理局的成立,中国的外国人管理进入了新阶段。本文在此背景下,聚焦外国人管理这一问题,对新中国成立以来外国人管理政策进行收集整理,指出当前我国外国人管理政策的问题所在,从而提出未来外国人管理政策的改革方向,并在此基础上为中国移民管理局的改革发展提出相应的建议。In order to co-ordinate the management of immigration and emigration affairs,the National Immi⁃gration Administration was officially launched in March 2018.Since the promulgation of China’s first for⁃eigner management policy in 1950,China’s immigration management has been going on for 70 years.With the es⁃tablishment of the State Administration of Migration,China’s foreigner management has entered a new phase.Against this background,this paper focuses on the issue of foreign people management,collects and organis⁃es foreigner management policies since the founding of New China,points out the problems of current foreign⁃er management policies in China,and thus proposes the direction of reform for the future foreigner manage⁃ment policies,and on this basis,makes corresponding suggestions for the reform and development of National Immigration Administration.
