摘　　要：全球能源实力与权力结构已经发生了根本性变化,而全球政治经济形势的变化也促成全球能源形势的变化。新时代中国能源外交的战略框架包括:战略目标应从追求能源实力向能源多元权力转换,引领共同推进构建人类命运共同体;战略使命应立足全方位加强能源国际合作,推动能源革命;总体思路为建设覆盖全球的能源伙伴关系,构建国际能源新秩序;战略实施应通过能源外交和能源服务,提供国际公共产品;战略布局应以“一带一路”沿线特别是“丝绸之路经济带”沿线为合作重点,以构建中国独立自主的能源外交战略文化为战略核心。中国能源外交战略已经进入崭新的阶段,若能把握重要战略机遇期,则可以全方位提升中国能源实力,进而在多方面构建中国的能源权力。The global energy power and its structure have changed fundamentally,and the changing global politics and economy have contributed externally to the changes in global energy situation.In this new era,the strategic framework for China's energy diplomacy includes the following five dimensions:frstly it is necessary for its strategic goal shifted from pursuing energy strength to pluralistic energy power for the community with a shared future for mankind,secondly,its strategic mission is to enhance international energy cooperation on all fronts and to promote energy revolution,thirdly its general guideline is to develop a global energy partnership and a new international energy order,fourthly,its strategic implementation is to provide international energy products through energy diplomacy and energy services,and the fifth dimension is that its strategic layout should focus on cooperation along"the Belt and Road"especially along"the Silk Road Economic Belt"so as to develop the strategic core through constructing China's independent strategic energy diplomacy culture.China's energy diplomacy strategy has ushered a new phase,if the strategic opportunity be seized,China's energy capacity can be enhanced all round so as to improve China's international energy power.
