摘　　要：对外开放是中国长期坚持的基本国策。中国传统治国思想和历史经验、马克思主义中国化时代化的理论成果和新中国成立以来中国共产党领导外交工作的历史经验,为中国的对外开放提供了理论依据。在长期发展过程中,中国“开放型”经济外交注重统筹国内发展和对外开放,逐步建立起全方位、宽领域、渐进式的对外开放格局,通过建设贸易强国、打造一流营商环境、有序推动人民币国际化和制度型开放等措施助推中国式现代化,以“一带一路”高质量发展推动共建全球经济治理新规则。未来,中国需要通过体制机制创新推动高水平对外开放,积极引领中美、中欧、中非经贸关系高质量发展;高效统筹开放与安全;加强国际传播,做好国家对外开放形象构建,全面展现中国以人民为中心的发展理念。Opening-up is one of China's long-term fundamental policy.The theoretical basis of China's opening-up is rooted in three origins,namely,Chinese traditional governance thoughts and historical experience,the theoretical achievements in adapting Marxism to the Chinese context and the needs of the times,as well as historical experience of the CPC in leading diplomatic work since 1949.In its long-term development,with its opening-up economic diplomacy focusing on coordinating domestic development to opening-up,China has not only gradually built up a multi-dimensional,wide-ranging and progressive opening-up paradigm,but also accelerated its modernization through measures of developing a large trade nation,a first-class business environment,of orderly promoting RMB internationalization and institutional opening-up,and of cooperation on building new rules for global economic governance through high-quality development of"the Belt and Road".Looking forward,it is necessary for China to promote high-level opening-up through innovation of institution and mechanism,to lead the high-quality development of China-US,China-EU and China-Africa economic and trade relations,effectively to coordinate its opening-up with security.Also,it is crucial for China to enhance international communication to construct China's opening-up image,so as to fully demonstrate the people-centered philosophy of development.
