基层治理共同体效能评价指标体系研究:基于“认知-情感-意动”视角

摘　　要：基层治理共同体效能评价是近年来基层社会治理和社会治理共同体领域的研究热点。作为多元主体共建共治共享的基层治理共同体,追求的目标应契合共同体“认知意识同向—情感心理交融—意愿行动合作”内在逻辑链条,谋求共同体内在动力最大驱动作用。基于此,本研究立足于“认知—情感—意动”的研究视角,梳理分析基层治理共同体的关键环节和要素协同,以现代心理认知理论的“认知—情感—意动”三个维度建构基层治理共同体效能构成分析框架,以此框架构建基于三个阶段的基层治理共同体效能评价框架及指标体系。The effectiveness evaluation of grassroots governance community has been a research hotspot in the field of grassroots social governance and social governance community in recent years.As a grassroots governance community based on collaboration and broad participationby plural subject,the goal pursued should align with the internal logical chain of the community’s“cognitive consciousness orientation-emotional psychological integration-willingness action cooperation”,and strive for the maximum driving force within the community.Based on this,the paper is based on the research perspective of“cognition-emotion-intention”,analyses the key links and element synergy of grassroots governance communities,and constructs an analysis framework for the effectiveness composition of grassroots governance community from the three dimensions of“cognition-emotion-intention”.Based on this framework,we construct a three-stage framework and indicator system for the effectiveness evaluating of grassroots governance community.
