“三权分置”下农地与金融融合发展模式探究

摘　　要：“三权分置”改革为农地与金融的融合发展提供了制度基础。发展农地金融促进土地资源的合理配置,拓宽农业融资渠道,有利于乡村振兴的内生发展。本文基于我国已有的土地银行、土地信托、土地抵押贷款证券化、土地经营权抵押贷款等农地与金融融合发展模式比较分析认为:农地与金融融合的运行模式呈现多样性特点,且具备基本的风险补偿机制,初步建立起农地与金融融合发展制度体系。但进一步研究发现,我国农地与金融融合发展依然存在法律制度不完善、农村土地价值评估机制不完善、政府多环节介入以及农地流转市场不健全的问题。故而顺应数字乡村及农业现代化发展趋势,提出“新型经营主体+金融机构+大数据技术”模式、“农户+农村合作金融”模式以及“农业大户+土地银行+龙头企业”模式三种农地与金融融合发展模式建议。The reform of“separation of three rights”provides institutional basis for the integration development of rural land and finance.The integration development of rural land and financepromotes the rational allocation of land resources,expands agricultural financing channels,and is conducive to the endogenous development of rural revitalization.Based on a comparative analysis of the integrated development models of rural land and finance in China,such as land banks,land trusts,land mortgage loan securitization,and land management right mortgage loans,this paper argues that the operational models of the integration of rural land and finance exhibit diverse characteristics,and have basic risk compensation mechanisms.A preliminary system for the development of the integration of agricultural land and finance has been established.However,further research has found that there are still problems with the integration development of rural land and finance,such as incomplete legal systems,imperfect rural land value evaluation mechanisms,government involvement in multiple aspects,and an imperfect rural land transfer market.Therefore,in response to the trend of digital rural and agricultural modernization development,three models ofintegration development of rural land and financehave been proposed,namely the“new business entities+financial institutions+big data”model,“farmers+rural cooperative finance”model and“major agricultural producers+land banks+leading enterprises”model.
