摘 要:县在国家政策执行体系中具有基础性地位,县域治理现代化是国家治理现代化的重要组成部分。县域政策共同体是指在县域内各政策执行主体围绕政策执行过程而形成的合作、协调、沟通的团体。大国有效治理的客观需求和县域在公共政策执行体系中的结构性地位,构成了县域政策共同体的基础条件。县域政策共同体具有公共性、情感性和协同性等特征,它包含了政策转换、政策动员和政策沟通三种运行机制。构建县域政策共同体有助于应对大国治理的政策一统性与执行灵活性之间的难题,较好地解决了国家政策执行中“最后一公里”的问题。Counties have basic status in the national policy implementation system.The modernization of county governance is an important part of the modernization of national governance.The county policy community refers to the cooperation,coordination and communication groups formed by various policy implementation subjects in the county around the policy implementation process.The objective needs of effective governance of great powers and the structural status of counties in the system of public policy implementation constitute the basic conditions of county policy community.County policy community has the characteristics of publicity,emotion and cooperation.It includes three operating mechanisms:policy transformation,policy mobilization and policy communication.The county policy community helps to deal with the problems of policy unity and flexibility of implementation in great power governance,and better solves the problem of the“last mile”of policy implementation.
