择善而从还是逾淮之橘:官员“西进”对城市发展的影响

摘　　要：在中国独具特色的党政干部任职制度下地方官员存在广泛的异地任职的情况,形成了府际间的政策学习与模仿,使得发展优势地区的成功经验借由官员异地任职得以扩散推广。本文基于空间政治经济学的分析框架,运用高阶理论、政策扩散理论将官员“西进”任职与城市发展纳入统一分析框架,从投资带动、重复建设两个维度着重探讨官员异地任职与政策扩散的运行逻辑,分析官员“西进”任职对城市发展的影响机制及原因。再将手工整理核对地级市官员异地任职、挂职、再教育经历数据库与城市宏观经济数据相匹配,建立双向固定效应模型并通过一系列稳健性检验、边际效应分析对官员“西进”任职与城市发展关系展开实证分析。研究发现:官员“西进”任职对城市GDP起到显著的正向推动作用;官员“西进”任职不利于城市绿色全要素生产率的提升;地方政府债务规模与城市蔓延扩张建设会进一步放大官员“西进”任职对城市短期经济增长的带动作用以及对发展效率的负向作用。Under China's unique party and government cadre appointment system,local officials have a wide range of ff-site appointments,forming inter-governmental policy learning and imitation,so that the successful experience of developing advantageous regions can be spread and popularized by officials'off-site appointments.However,is it suitable for the development foundation and conditions of the western region to learn from the successful experience of copying the development advantage regions by means of officials taking office in different places,and can it effectively promote the high-quality development of the western region?The research is based on the analytical framework of spatial political economy,using high-level theory and policy diffusion theory to incorporate officials“westward”appointments and urban development into a unified analytical framework,focusing on the two dimensions of investment-driven and repetitive construction to discuss officials'off-site appointments and policy diffusion It analyzes the mechanism and reasons for the influence of officials-"westward movement"on urban development.Then,the database of prefecturelevel city officials'off-site appointment,temporary appointment,and re-education experience was manually collated and matched with the city's macroeconomic data,and a two-way fixed-effect model was established.Empirical analysis of the relationship between urban development.The study found that:First,the“westward”appointment of officials played a significant positive role in promoting urban CDP.Second,the“westward movement”of oficials is not conducive to the improvement of urban green total factor productivity.Third,the scale of local government debt and urban sprawl and expansion willfurther magnify the driving effect of officials“going westward”positions on urban short-term economic growth and the negative effect on development efficiency.
