摘 要:为降低远海渔业体系的运行成本,本文基于现有渔场和岛礁的实际情况,选择在远海岛礁建立渔港,同时配置综合补给船和冷藏运输船辅助各渔场完成物资补给及渔获保存、加工和运送等任务。为此,考虑渔港类型、规模,船舶数量、航线、班期等诸多变量,以经营核算期内总成本最低为目标,构建了渔港建设及船舶配置的混合整数优化模型。鉴于模型的复杂性,设计了禁忌搜索算法(TSA)和帝国竞争算法(ICA)内外嵌套的集成算法ICTSA。最后,以我国南海渔业体系的搭建为例进行求解,并对多组参数及核算期内的调度方案进行对比分析。结果表明,此方案在一定核算期内成本最低。其中,购置和建造成本占比较高,可根据核算期限调整渔港建设数量或渔获运输方式予以优化。算法对比显示,ICTSA的求解精度与稳定性均更高,证明了该算法在求解此类问题上的有效性。To reduce the operation cost of the offshore fishing system,a fishing port was built on offshore islands and reefs according to the actual situation,where comprehensive replenishment ships and refrigerated transport ships were configured to assist each fishing ground in completing the tasks of material replenishment,catch preservation,processing and transportation.Therefore,considering the type and scale of fishing port,the number of ships,routes and schedules,a mixed integer optimization model for fishing port construction and ship configuration was established to obtain the lowest total cost in the operation accounting period.In view of the complexity of the model,the imperialist competitive and tabu search algorithm(ICTSA)was designed with a combination of imperialist competitive algorithm(ICA)and tabu search algorithm(TSA).Finally,the fishery system in the South China Sea was taken as an example.The different scheduling schemes were compared and analyzed.The results show that the cost of the present project is lower in a certain accounting period.The cost of purchase and construction is high.The comparison of algorithms shows that ICTSA has high accuracy and stability,which proves the effectiveness of the algorithm.
