Ten questions on the evaluation of academic journals

摘　　要：【目的】解析检索工具作为期刊评价工具的积极作用和导致的认识误区。【方法】从引文索引切入,就检索工具为何用于评刊、期刊评价与学术评价的关系、评价的目的、评价与评比的区别及其各自的利弊、定量指标为何不能等同于客观、何谓质量评价以及质量追求的首选标准、学术期刊创新力提升的抓手等问题提出个人见解。【结果】学术期刊评价指标对于办刊既有有利影响也有不利因素,对以期刊整体的影响因子评估研究者个人学术成果提出质疑。【结论】呼吁淡化核心期刊意识,弱化其在学术活动中的指挥棒作用,学术期刊应按照发展本身的要求和规律来办刊。[Purposes]This paper aims to analyze the positive role of retrieval tools as journal evaluation tools and the resulting misunderstandings.[Methods]Starting from the citation index,the paper discussed why the retrieval tool was used for journal evaluation,explored the relationship between journal evaluation and academic evaluation,and probed into the purpose of evaluation,the difference between evaluation and comparison,and their respective advantages and disadvantages.The paper also explored the reason why quantitative indicators could not be regarded as objective and what is quality evaluation.In terms of the preferred standard for quality pursuit and the key to improving the innovation of academic journals,the paper put forward a personal opinion.[Findings]The evaluation indicators of academic journals has both favorable and unfavorable effects,and using the impact factors of published journals to evaluate the individual academic achievements of researchers is inappropriate.[Conclusions]This paper calls for downplaying the awareness of core journals,reducing their role as a baton in academic activities,and running academic journals according to the requirements and laws of their development.
