摘　　要：自2018年以来,我国高校教师党支部书记“双带头人”培育工程实施已4年余,工作覆盖面不断扩大,取得了显著成效,教师党支部战斗堡垒作用持续增强。但在培育过程中,部分高校在分层分类培养教育、党建与业务“双促进、双融合”作用发挥、激励保障机制、人才储备等方面仍存在一定问题。本研究以北京某高校附属医院“双带头人”教师党支部书记培育现状分析研讨为例,通过文献研究和定量研究相结合的方法,挖掘附属医院在“双带头人”培育工程中面临的主要问题,深入分析原因,并提出有针对性的应对策略,为下一步深化“双带头人”培育工程建设、提升“双带头人”教师党支部书记的工作积极性能动性、有效发挥领头羊作用和基层党组织的战斗堡垒作用提供建议意见。Since 2018,the cultivation project of"double leaders"for teachers'Party branch secretaries in colleges and universities in China has been implemented for more than four years,and the work coverage has been continuously expanded,which has achieved remarkable results.Also,the role of teachers'Party branches as battle fortresses has been continuously enhanced.However,during the process of cultivation,some colleges and universities still had some problems in the aspects of hierarchical and classified education,"double promotion and double integration"of Party construction and business,incentive and guarantee mechanism,talent reserve and so on.This study took the analysis and discussion on the current situation of the cultivation of"double leaders"teachers'Party branch secretaries in an affiliated hospital of a university in Beijing as an example.Through the combination of literature research and quantitative research,this paper explored the main problems faced by the affiliated hospital in the cultivation project of"double leaders",deeply analyzed the reasons,and put forward targeted countermeasures,so as to deepen the construction of the cultivation project of"double leaders",enhance the enthusiasm and initiative of the Party branch secretaries of"double leaders"teachers,who should effectively play the leading role and fight for grassroots Party organizations.
