关于环境监测管理体制改革的几点思考

摘　　要：本文指出了当前形势下进行环境监测体制改革的重要性,并从检测人员的管理、检测机构隶属关系等方面对环境监测体制改革进行深入思考,指出了目前环境监测体制下能力建设模式具体情况以及环境监测管理体制改革思路。提出了建设环境监测公共实验室制度,从建设思路、建设原则、监管措施和现实意义等方面探究了环境监测公共实验室制度对环境监测事业的推动作用。This paper highlights the importance of reforming the environmental monitoring management system in the current context.It delves into the reform of the environmental monitoring system from the perspectives of personnel management and the affiliation of testing institutions.The specific situation of capacity building under the current environmental monitoring system and the reform ideas for the environmental monitoring management system are discussed.The paper proposes the establishment of a public laboratory system for environmental monitoring,exploring its construction ideas,principles,supervision measures,and practical significance in driving the environmental monitoring field forward.
