摘　　要：为加快我国消费回暖和服务业复苏,提升消费复苏在保持经济稳定增长核心动力中的作用,将数字消费券作为经济复苏时期纾困、提振经济逆周期的调节措施,确保投入的政府资金取得良好社会效益。本文对支付系统的技术创新和数字消费券在刺激居民消费、推动商家转型升级、提高财政资金效率等方面的效果进行分析,提出了数字科技促进政府数字消费券拉动内需的一揽子对策,为扩大内需和稳定宏观经济提供参考。In order to accelerate the recovery of China's consumption and service industry,and enhance the role of consumption recovery in maintaining the core power of stable economic growth,digital coupons are used as a regulatory measure to rescue and boost the counter cyclical economy during the economic recovery period,so as to ensure that the invested government funds achieve good social benefits.This paper analyzes the technological innovation of the payment system and the effect of digital coupons in stimulating residents'consumption,promoting the transformation and upgrading of businesses,improving the efficiency of financial funds,and puts forward a package of countermeasures for digital technology to promote government digital coupons to stimulate domestic demand,which provides a reference for expanding domestic demand and stabilizing the macro-economy.
