摘  要:目的 分析疾病预防控制(下简称疾控)机构卫生应急管理人员业务能力,为疾控机构应急管理队伍人才培养提供参考依据。方法 于2020年12月利用问卷对四川省21个市级疾控中心卫生应急管理人员的业务能力进行调查,问卷内容包括两个部分,第1部分为基本信息,第2部分为传染病预防控制和突发公共卫生事件应对能力(两个维度9类项目41个指标)的自我评估,被调查者采用Likert 5级计分法从能力现状和期望具备能力两个方面对41个指标分别自评打分。通过数据分析,描述卫生应急管理人员基本情况,分析影响其业务能力的因素,探索业务能力短板及需求的具体内容。统计分析使用t检验、方差分析和多因素线性回归分析,采用SPSS 20.0软件进行分析,检验水准α=0.05。结果 四川省的市级疾控机构卫生应急管理人员男女比例为1.8∶1,总体平均年龄为(39.34±9.97)岁,学历以本科为主(62.5%),职称以初级为主(42.9%),62.5%的人员参加工作年限超过10年,8.9%的人员参加工作年限为6~9年,中级职称的人员能力现状评分较低(F=3.989,P=0.012)。9类项目的期望得分均高于现状得分。结论 职称是影响卫生应急管理人员业务能力的因素,应急管理人员在业务能力的多方面均有提升空间及提升需求。建议以需求为导向,岗位胜任为目标进行人才培养,优化职称结构,针对性加强应急管理队伍的综合能力。Objective To analyze the operational capabilities of emergencymanagerss among municipal centers for disease control and prevention(hereinafter referred to as CDCs),and to provide reference for the talent training of emergency management teams of CDCs.Methods In December 2020,a questionnare was used to investigate the operational capabilities of emergency managers in municipal CDCs in Sichuan Province.The questionnaire consisted of two parts.The first part was basic information and the second part was self-assessment of the capabilities to prevent and control infectious diseases and respond to public health emergencies(41 indicators of 9 categories in two dimensions).The respondents self-assessed and scored 41 indicators respectively from two aspects of ability status and expected ability using the Likert 5-level scoring method.Though data analysis,the basic profile of health emergency managers was described.Factors affecting their operational capabilities were analyzed.Shortcomings of operational capabilities and specific content of needs were explored.T-test,ANOVA and multivariable linear regression analysis were used for statistical analysis by SPSS 20.0 software,and the test level wasα=0.05.Results In Sichuan Province,the male to female ratio was 1.8:1 among health emergency management personnel in municipal CDCs.The overall average age was(39.34±9.97)years.The education background was mainly undergraduate(62.5%).The professional titles were mainly junior(42.9%).62.5%of the personnel had worked for more than 10 years,and 8.9%had worked for 6-9 years.Those with intermediate professional titles had lower scores in the aspect of ability status(F=3.989,P=0.012).The scores of expected ability of all categories were higher than those of ability status.Conclusions The professiona1ltitle was thefactor ini fluencing theoperational capabilitiessof health emergency managers.Emergencymanagers have improvement room and need in various aspects of their 1 operational capabilities.It is recommended that demand-oriented pers
