江苏省公众参与自然灾害救助的成效、问题与对策

摘　　要：江苏省近年来在自然灾害救助中通过制定法律法规、引导社会力量全方位参与、发挥市场机制作用、建立预警信息平台等举措,取得了阶段性的成绩,但也存在相关制度规定不具体、对公众参与不够重视、政府与公众灾害信息互动平台缺乏等问题。针对上述问题,提出了形成灾害救助公众参与的共识、健全灾害救助公众参与的规章制度、构建灾害救助公众参与的合作网络、进一步强化公众自救互救的技能培育的对策。In recent years,Jiangsu Province has achieved phased results in natural disaster relief through measures such as formulating laws and regulations,guiding social forces to participate in all aspects,leveraging market mechanisms,and establishing warning information platforms.However,there were also issues such as lack of specific regulations,insufficient emphasis on public participation,and a lack of interactive platforms between the government and the public for disaster information.In response to the above issues,strategic suggestions have been proposed to form a consensus on public participation in disaster relief,improve the rules and regulations for public participation in disaster relief,build a cooperation network for public participation in disaster relief,and further strengthen the cultivation of skills for public self rescue.
