新形势下加快建设全国统一能源市场的若干思考

摘　　要：高效规范的全国统一能源市场是维系经济社会发展和产业链、供应链稳定的重要支撑,也是建设全国统一大市场的重要内容,对于实现稳定、廉价、清洁供能十分重要。全国统一能源市场应具备统一完备的法律法规制度体系,具有平等、开放、竞争、有序的市场环境,高标准联通的基础设施体系以及市场主导的价格形成机制。加快建设全国统一能源市场的意义在于强化能源安全稳定、高效廉价、清洁低碳供应。目前建设全国统一能源市场还存在一些问题与障碍,如能源法律法规制度体系尚不健全统一,影响公平竞争的壁垒障碍还广泛存在,能源基础设施体系还有待优化提升,支撑统一市场建设的科技能力不强,市场定价机制不健全,同时能源资源分布不均客观上也影响了市场效率的提升。在新形势下,建设全国统一能源市场应秉持新发展理念,坚持高质量发展目标,强化问题导向、目标导向和结果导向,着力完善能源法律法规制度,营造公平竞争的市场环境,打造统一能源基础设施,强化能源科技创新支撑,建立健全市场定价机制,提升能源统筹协调能力,助力全国统一能源市场加快建成。An efficient and standardized national unified energy market is an important support for maintaining the economic and social development and the stability of industrial chain and supply chain,and also an important part of building a national unified market,which is very important for achieving a stable,cheap and clean energy supply.The national unified energy market should have a unified and complete legal and regula-tory system,an equal,open,competitive and orderly market environment,a high-standard connected infrastructure system and a market-led price formation mechanism.The significance of accelerating the construction of national unified energy market is to strengthen the secure,stable,efficient,cheap,clean and low-carbon supply of energy.At present,there are still some problems and obstacles in the construction of national unified energy market,for example,the laws and regulations system of energy is not perfect and unified,the barriers and obstacles affecting fair competition still exist widely,the energy infrastructure system needs to be optimized and improved,the technological capability to support the construction of unified market is not strong,and the market pricing mechanism is not perfect.At the same time,the uneven distribution of energy resources also objectively affects the improvement of market efficiency.Under the new situation,the construction of national unified energy market should pursue the new development concept,adhere to the high-quality development goal,strengthen the problem-oriented,goal-oriented and result-oriented approach,strive to improve the laws and regulations of energy,create a market environment for fair competition,build unified energy infrastructure,strengthen the support for technological innovation of energy,establish a sound market pricing mechanism,and improve the capability of energy coordination,so as to help accelerate the construction of national unified energy market.
