中共白区河北省委运作探析

摘　　要：国共十年内战时期,中共是以省为建制单位在白区分别进行隐蔽性秘密工作的。在这样的特定环境下,中共白区省委如何成立和演化、如何决策及如何贯彻落实其决策等诸重要而关键问题,是中共白区省委运作研究所要解决的课题。以河北省委为个案进行分析表明,中共在白区形成了适应白区实际状况的高度制度化的省委运作机制。以往人们往往以为,在革命年代制度化程度低,实则恰恰相反。在十年内战时期,中共河北省委在白区的腥风血雨、惊涛骇浪中能持续地英勇搏击,坚韧顽强地生存与战斗,依靠的是每个运作环节的高度制度化,这亦为中国革命成功之一因。当然,这种运作机制的高度制度化,并不是机械性的,而是有中共革命坚贞不屈的信仰精神力量支撑与之相融,有中共无私无畏的胆略胸怀与之相合,有受中共政策引领的燕赵大地广大革命群众的支持和追随,故能刚而不折,坚而益强。During the ten-year civil war between the Kuomintang and the Communist Party of China,the CPC carried out secret work in the White areas on a provincial basis.Under such special circumstances,the important and key issues,such as how the CPC provincial party committee in the White areas was established and evolved,and how it made decisions and implemented its decisions,were subjects to be solved by the research on the operation of the CPC provincial party committee in the White areas.Taking Hebei Provincial Party Committee as a case analysis,the present research shows that the CPC provincial party committee in Hebei formed a highly institutionalized operational mechanism which adapted to the actual situation in the White areas.People used to think that the degree of institutionalization was relatively low in the revolutionary era,but it was just the opposite.During the ten years of the civil war,relying on the high institutionalization of each operational link,the CPC Hebei Provincial Party Committee continued to fight bravely and struggle with tenacity in the bloody rain and stormy waves of the White areas,which was one of the reasons for the success of the Chinese revolution.This highly institutionalized operational mechanism was certainly not mechanical.It was integrated with the unyielding faith and spirit of the Communist Party of China's revolution,enhanced by the selless and fearless courage of the Communist Party,and supported and followed by the broad revolutionary masses in Hebei Province who were guided by the policies of the Party.Therefore,this operational mechanism could be firm and strong,but could not be broken.
