数字赋能政府治理何以产生“数字负能”?——基于数字技术与科层体制的交互视角

摘　　要：协调技术与组织关系是推进数字技术赋能政府治理的基础性问题。数字技术在实现政府治理“赋能”的同时,亦带来了“负能”效应,要求我们对数字治理进行系统性再思考。“数字负能”并非仅由技术因素引起,而是源于技术需要同它所嵌入的科层体制这一对复合要素之间的错配。鉴于此,拟在技术—组织研究范式基础上,通过构建“数字技术—科层体制—治理模式”分析框架,系统阐释技术需要与科层体制的适应性问题。研究发现,不同的技术形态意味着不尽一致的组织结构要求,技术应用困境源于科层结构体系与数字技术应用的对接失败。为此,须从技术和组织的良性互动出发,通过技术创新与体制调整,有效防止“数字负能”等悖论现象。Coordinating the relationship between technology and organization is a fundamental issue to promote digital technology-enabled government governance.While digital technology realizes the“empowerment”of government governance,it also brings a“negative energy”effect,which requires us to systematically rethink digital governance.“Digital negative energy”is not caused by technical factors alone,but by the mismatch between technical needs and the composite elements of the bureaucratic system in which it is embedded.In view of this,based on the technology-organization research paradigm,it is proposed to systematically explain the adaptability of technology needs and bureaucratic systems by constructing an analytical framework of“digital technology-bureaucracy-governance model”.It is found that different technical forms mean inconsistent organizational structure requirements,and the dilemma of technology application stems from the failure of the docking between the bureaucratic structure system and the application of digital technology.To this end,it is necessary to start from the benign interaction between technology and organization,and effectively prevent and control paradoxical phenomena such as“digital negative energy”through technological innovation and institutional adjustment.
