能源安全中的能源金融问题

摘　　要：从能源金融的内涵入手,提出能源金融应着重研究能源产品定价、能源融资、能源贸易、能源衍生品市场、金融市场的影响和能源风险管理六个方面的内容。在此基础上,分析能源金融发展所呈现的能源价格金融化、能源产品金融化、能源业务金融化和能源企业金融化四个方面的趋势。对能源金融影响能源安全的传导机制进行研究,分析能源定价、能源融资、能源贸易、金融市场、能源风险管理与能源安全的关系。提出中国能源安全所面临的能源价格、汇率风险、能源融资创新和风险管理四个方面的问题,建议加强中国能源衍生品市场体系建设、推进人民币国际化进程、加强金融监管国际接轨和提升中国能源企业运用能源金融能力。This paper proposes that energy finance should focus on such six aspects as energy product pricing,energy financing,energy trade,energy derivative markets,the impact of financial markets,and energy risk management by starting with the connotation of energy finance.It analyzes such four trends in the development of energy finance as financialization of energy prices,financialization of energy products,financialization of energy business,and financialization of energy enterprises on this basis.Moreover,the paper studies the transmission mechanism of energy finance affecting energy security,analyzes the relationship between energy pricing,energy financing,energy trade,financial markets,and energy risk management and energy security,proposes such four aspects as energy price,exchange rate risk,energy financing innovation,and risk management facing China's energy security.It is suggested to strengthen the construction of China's energy derivatives market system,promote the process of RMB internationalization,strengthen the international convergence of financial supervision,and enhance the ability of Chinese energy enterprises to use energy finance.
