农业现代化的双重规模化路径下农业服务型合作社的产生、运行与意义

摘　　要：在土地流转和适度规模经营的农业转型推动下,顺应政府的农业治理需求、家庭农场的服务需求和农业服务市场主体的转型需求,以家庭农场经营为基础的农业服务型合作社应运而生。其结合了土地的规模化经营和服务的规模化经营,以较低的组织成本实现了较高的合作收益,并通过开展服务一体化以及在一体化下对利益结构的重新安排和服务锁定来凝聚成员,并且获得了在市场竞争中的优势。同时,领办人个人业务与合作社服务的互嵌,既形成了领办人运营合作社的动力,也实现了合作社对领办人的“锁定”。以家庭农场经营为基础的农业服务型合作社的发展对地区农业的意义在于促进了土地流转和适度规模经营、促进了农业社会化服务体系的发展以及成为农业治理的重要主体。Driven by the agricultural transformation of land circulation and moderate-scale management,as well as the needs of the government's agricultural governance,the service needs of family farms and the transformation needs of agricultural market service entities,agricultural service cooperatives based on family farm operation have emerged.It combines the scale management of land and service,achieves higher cooperation benefits with lower organizational costs,and unites members through service integration,rearrangement of benefit structure and service lock-in under integration,and gains advantages in market competition.At the same time,the inter-embedding of the personal business of the leaders and the services of the cooperative not only forms the motivation of the leaders to operate the cooperative,but also realized the"lock-in"of the cooperative to the leaders.The significance of the development of agricultural service cooperatives based on family farm management to regional agriculture lies in that they promote land transfer and moderate-scale management,promote the development of agricultural socialization service system,and become an important entity of agricultural governance.
