产学研协同发展、知识产权保护与技术创新绩效--基于动态面板门限机理实证分析

摘　　要：针对产学研协同发展与技术创新绩效非线性关联特征,运用2009—2017年我国29个省份的面板数据,从知识产权保护视角构建产学研协同发展驱动技术创新绩效的非线性动态门槛模型,研究产学研协同发展、知识产权保护的动态门槛效应和时空异质性。结果表明:当以知识产权保护水平为门槛变量时,产学研协同发展与技术创新绩效间存在双门槛效应;随着知识产权保护强度水平的提升,产学研协同发展对于技术创新绩效的影响由负转正,且作用效果逐渐增强,进而可以划分低知识产权保护区间(IPP≤-0.58)、中度知识产权保护区间(-0.580.50)三种类型;我国各地区的知识产权保护水平存在明显的时空异质性,东部地区多为高知识产权保护区,中西部知识产权保护强度较低。因此,应加强区域知识产权保护制度建设,提高产学研协同创新系统耦合协调度,增强东中西部地区间交流,促进区域技术创新绩效的提升。The non-linear dynamic threshold model of technological innovation performance driven by university-industry collaborative de-velopment is constructed from the perspective of intellectual property protection using panel data of 29 provinces and cities in China from 2009 to 2017 to explore the dynamic threshold effect and spatial and temporal heterogeneity of university-industry collaborative develop-ment and intellectual property protection.The empirical results show that when the level of IPR protection intensity is used as the thresh-old variable,there is a significant double-threshold effect between technological innovation performance and industry-university-research collaboration.As the level of IPR protection increases,the effect of collaborative development between industry-university-research on technological innovation performance changes from negative to positive,and the effect gradually increases,which can then be divided in-to low IPR protection zone(IPP≤-0.58),medium IPR protection zone(-0.58<IPP≤0.50)and high IPR protection zones(IPP>0.50);there is obvious spatial and temporal heterogeneity in the level of IPR protection among regions in China,with the eastern regions being mostly high IPR protection zones and the central and western regions having a lower intensity of IPR protection.Therefore,the re-gional IP protection system should be strengthened,the coupling and coordination degree of the collaborative innovation system of indus-try-university-research should be improved,the exchanges between the east,central and western regions should be enhanced,and the re-gional technological innovation performance should be promoted.
