摘  要:文中提出一个双重收费下的多目标双层规划模型,上层从网络管理者的角度,考虑网络中的总收费、总风险水平,以及风险公平多个目标.下层考虑两种类型的出行者:非危险品和危险品运输者,均试图最小化各自的出行时间,形成一个多类用户均衡问题.上层政府对网络中危险品运输者收取通行费,以降低网络总风险,同时对非危险品出行者也收费,以降低网络拥堵,因而构成双重收费.采用嵌入Frank-Wolfe算法的遗传算法进行迭代求解,并用一中型网络作为算例验证,结果表明:通过制定合理的收费策略能够有效地调控不同类型出行者的路径选择行为,降低网络风险,提高网络绩效.In the present paper,a multi-objective bilevel programming model with double charges was proposed.From the point of view of network managers,the upper layer considers the total fees,total risk level and risk fairness in the network.The lower level considers two types of travelers:both non-dangerous goods and dangerous goods carriers try to minimize their travel time,forming a multi-class user equilibrium problem.The upper government collects tolls from dangerous goods carriers in the network to reduce the total risk of the network,and also charges non-dangerous goods travelers to reduce the network congestion,thus forming a double charge.The genetic algorithm embedded with Frank-Wolfe algorithm is used for iterative solution,and a medium-sized network is used as an example to verify it.The results show that the reasonable charging strategy can effectively regulate the path selection behavior of different types of travelers,reduce network risks and improve network performance.
