农村人居环境治理的地方实践--以贵州厕所革命为中心的讨论

摘　　要：人居环境治理是乡村振兴战略的重要内容,厕所革命是农村人居环境治理的基础,体现了人民群众对美好生活的期盼。调研发现,农村厕所革命开展以来,贵州改厕数量高于全国平均水平,农村居住环境与居民生活质量得到明显提升,这些成功经验与完善顶层设计、强化组织领导、多方筹集资金、加强监督指导的做法密不可分。调研显示,进一步推进农村厕所革命仍存在资金筹措压力较大、基础设施建设薄弱、技术模式科学性欠缺、区域内发展不均衡等问题,进而提出:应在“多渠道”“多方位”“多途径”“多方式”对策的观照下深化与完善贵州农村厕所革命,打造农村人居环境治理的“贵州样板”。Residence environmental governance is an important component of rural revitalization strategy,in which toilet revolution is a foundation,embodying the general public’s expectation of a well-off living.Our survey finds that since the implementation of rural toilet revolution more rural toilets have been renovated on average in Guizhou than elsewhere in China,and the rural residence environment and residents’living quality have been strikingly improved.These successful experiences are closely related to the improvement of top-level design,the consolidation of organizational leadership,the fundraising from various resources,and the strengthening of supervision and guide.Also,our survey indicates that to further promote the rural toilet revolution there still exist some problems,such as difficulty of fundraise,weakness of infrastructure construction,lack of scientific technical model and imbalanced regional development,pointing out more efforts should be made in deepening and enhancing the rural toilet revolution in Guizhou through multi-channels,multi-positions and multi-manners so as to form the"Guizhou example"of rural residence environmental governance.
