摘　　要：文章在厘清公共图书馆文献信息处置制度的法治内涵和法治样态基础上,分析文献信息处置制度在立法规范、判断基准、处置方式、内部程序、公众参与等方面面临的困境,并提出通过完善法律规范、改进判断基准、优化阶梯结构、健全内部程序、保障公众参与的法治化建设路径推动公共图书馆文献信息处置制度迈入良法善治的理想状态。On the basis of clarifying the legal connotations and forms of the document information disposal system in public libraries,the article proposes the legal path of improving legal norms,improving judgment criteria,optimizing ladder structures,improving internal procedures and ensuring public participation,analyses the difficulties existing in the legislative norms,judgment criteria,disposal methods,internal procedures and public participation of the document information disposal system,to promote that the document information disposal system of public library moves towards the ideal state of good law and good governance.
