摘　　要：公共价值缺失是城市社区面临的重要问题,打造公共空间从而创造公共价值,为应对这一问题提供了破解思路。以S市和H市为例,探索公共空间建设如何实现公共价值的共创。研究发现,公共空间建设涵盖街道、社区和楼门院落等不同空间尺度,其运作包含自上而下的制度建设和自下而上的合作生产两个过程,面向公共价值的治理行动,能够使两条路径相互增能。公共空间治理过程蕴含了“价值触发—价值催化—价值强化—价值锚定”的契机,打造了社区治理的开放场景,增强了社会治理的多元合法性,提升了社区治理能力,这一逻辑解释了公共价值的生成机理。在此基础上,进一步构建公共空间和公共价值融合发展的治理框架。Public value deficiency is an important problem for urban communities.Creating public space to generate public value provides solution to address this issue.This article explores how public space construction can promote the co-creation of public value in S and H cities.The study found that public space construction covers different spectra,such as streets,communities,and building courtyards.Its operation includes two processes:top-down institutional construction and bottom-up cooperative production.Governance actions oriented towards public value can make these two paths mutually reinforcing.The public space governance process contains the opportunity of“value triggering-value catalyzing-value strengthening-value anchoring”,creating an open scene for community governance,enhancing plural legitimacy,and improving governance capabilities.This logic explains the generation mechanism of public value.Based on this,this paper further constructs a governance framework for the integrated development of public space and public value,providing a spatial perspective reference for urban community governance in China.
