福利经济学视角下幸福河湖建设理论模型研究

摘　　要：幸福河湖建设是新时代推进河湖治理保护、维护河湖健康生命、实现河湖功能永续利用和人类可持续发展的有力抓手。目前,幸福河湖理论研究还处于初步探索阶段,多集中在概念、内涵研究,尚未形成系统的理论体系。加强幸福河湖基础理论研究,对各地持续推进幸福河湖建设具有重要指导意义。站在福利经济学视角,提出了幸福河湖建设理论基础,分析了系统理论、可持续发展理论、水生态经济学理论与幸福河湖建设之间的内在关系,通过构建幸福河湖福利经济学模型,提出了实现可持续幸福感的措施。Happy rivers and lakes construction provides a powerful grip to promote the treatment and protection of rivers and lakes,maintain the healthy life of rivers and lakes,and realize the sustainable use of river and lake functions and the sustainable development of mankind in the new era.At present,the theoretical research on the happy rivers and lakes is still in the preliminary exploration stage,mostly focusing on the research of concepts and connotations,and has not yet formed a systematic theoretical system.The basic theoretical research on happiness rivers and lakes has important guiding significance for promoting the construction of happiness rivers and lakes.From the perspective of welfare economics,this paper puts forward the theoretical basis for the construction of happy rivers and lakes,analyzes the internal relationship between the system theory,sustainable development theory,water ecological economics theory and the happy rivers and lakes,studies the welfare economics model of happy rivers and lakes,and proposes measures to achieve sustainable well-being.
