摘　　要：库区管理是水库运行管理的重要组成部分,涉及多部门多行政区域,一些问题长期得不到有效解决,影响水库防洪安全、水质保护和水环境治理,制约库区统筹发展和安全。梳理了库区管理的法律法规依据、责任主体、管理事项、执法机制、管理和保护范围划定、库区淹没等情况,分析了库区管理相关概念不明确、法律法规制度缺位、体制机制不顺畅、确权划界工作复杂、水库淤积和侵占、库区管理高质量发展能力不足等问题,提出提高认识、加强摸排整治、明确库区管理相关概念、完善相关法规制度、明确管理体制机制、规范库区管理和利用、提高库区管理现代化水平等建议,以保障水库安全运行和效益充分发挥。Reservoir area management is an important part of reservoirs operation and management,which involves multiple departments and regions.Some problems are difficult to be solved for a long time,which affects the flood control safety,water quality protection and water environment management of reservoirs.These restrict the development of reservoir areas and surrounding areas.This paper sorted out the legal and regulatory basis for the management of the reservoir area,the subject of responsibility,the management matters,the law enforcement mechanism,the delineation of the scope of management and protection,and the flooding of the reservoir area,analyzed the problems related to the management of reservoir areas,such as unclear concepts,lack of laws and regulations,unsmooth system and mechanism,complicated work of determining rights and delimitation,reservoir siltation and encroachment,and lack of high-quality development ability of reservoir management.Suggestions are put forward to improve awareness,strengthen mapping and drainage,clarify the relevant concepts of reservoir management,improve the relevant laws and regulations,clarify the management system and mechanism,standardize the management and utilization of reservoir area,and improve the present level of reservoir management,so as to ensure the safe operation of reservoir and give full play to the benefits.
