摘  要:水资源短缺一直是黄河流域最大矛盾,以节约用水扩大发展空间是黄河流域高质量发展的有效途径。随着黄河保护法的颁布施行,黄河流域节约用水管理也面临新的形势。为落实“节水优先”治水思路,探索破解现状难题的有效途径,归纳了黄河流域节水发展历程,分析了流域节水现状,探究了现阶段实施深度节水控水行动还存在对节水认识不到位、高耗水行业用水定额差别化管理不足和节水激励新政策新制度有待制定等问题,针对性提出了进一步增强节水意识、深化流域高耗水工业和服务业用水管理、强化节水管理和多管齐下助力节水发展的对策建议,更好发挥流域机构对节约用水管理的作用。Water shortage has been the greatest challenge in the Yellow River Basin.Saving water to expand development space shall be the effective way for high-quality development of the basin.Along with the promulgation and adoption of the Yellow River Protection Law,water conservation and management is facing new challenges.In order to implement the strategy of“prioritizing water conservation”and find out effective measures to solve the problems,the process of water-saving development is summarized.An analysis is made on current situation of water-saving and problems of lacking awareness,no differentiated water quota for high water consumption industries and necessity of formulating new water-saving incentive policies and systems.Targeted measures are proposed to raise awareness,with suggestions for strengthening water management in high water-consuming industries and service industries,promoting water-saving management and development through multiple approaches,in order to make full play of roles of institutions in water conservation management.
