摘 要:提升绿色全要素生产率是长江中游城市群实现经济、资源、环境相互协调和可持续发展的关键动力。本文利用三阶段非期望产出EBM-DEA模型和Global-Malmquist-Luenberger指数,测度出2011—2020年城市群中31个城市相对稳健、客观准确的绿色全要素生产率。通过研究发现:长江中游城市群的整体平均水平是1.0748,武汉城市圈是1.0549,环长株潭城市群是1.0791,环鄱阳湖城市群是1.0811;前沿技术变动是长江中游城市群、武汉城市圈绿色全要素生产率变动的关键推力,技术效率变动则是环长株潭城市群、环鄱阳湖城市群绿色全要素生产率变动的主导力量;长江中游城市群绿色全要素生产率的增长空间收窄,以空间随机分布状态为主,尚未形成稳定的空间聚集状态,但在冷热点分析中表现出热点中显著区辐射热点低显著区、冷点中显著区辐射冷点低显著区的演化特征。根据研究结论,本文提出有针对性的对策建议,以期推进长江中游城市群绿色发展。Improving the green total factor productivity is the key driving force for the urban agglomeration in the middle reaches of the Yangtze River to achieve coordinated and sustainable development of economy,resources,and environment.This study uses the three-stage unexpected output EBM-DEA model and the Global-Malmquist-Luenberger index to measure the relatively stable,objective and accurate green total factor productivity of the 31 cities in the urban agglomerations from 2011-2020.Through research,it is found that the overall average values of the green total factor productivity of the urban agglomeration in the middle reaches of the Yangtze River is 1.0748,the urban agglomeration of Wuhan is 1.0549,the urban agglomeration around Changsha-Zhuzhou-XiangTan is 1.0791,and the urban agglomeration around Poyang Lake is 1.0811;The leading force in the change of production technology has been the key thrust of the green total factor productivity growth in the urban agglomeration in the middle reaches of the Yangtze River and the Wuhan City Circle,while the change of technological efficiency has been the major driving force of the green total factor productivity growth in the Changsha-Zhuzhou-Xiangtan urban agglomeration and the Central Poyang urban agglomeration.The growth space for the green total factor productivity in the urban agglomeration in the middle reaches of the Yangtze River has narrowed,mainly in the state of spatial random distribution,and has not yet formed a stable spatial aggregation state,but in the analysis of hot and cold spots,it shows the evolutionary characteristics of the moderately significant areas of radiating hot spots,low significant areas and cold spots in moderately significant areas of radiating cold spots in low significant areas.Finally,based on the research conclusion,this paper puts forward targeted countermeasures and suggestions in order to promote the green development of the urban agglomeration in the middle reaches of the Yangtze River.
