扎实推进共同富裕的基础性制度安排探析——基于对习近平总书记关于共同富裕重要论述的思考

摘　　要：习近平总书记基于国情审时度势,围绕扎实推进共同富裕发表了一系列重要论述,强调了共同富裕是中国式现代化的重要特征,要求完善分配制度这一共同富裕的基础性制度安排。这意味着推进共同富裕不仅有政治基础、价值基础和经济制度基础,还有中国特色的分配制度这一基础性制度安排。这就要求我们正确处理丰富社会财富与合理分配社会财富的关系、科学认识“三次分配”的性质和功能、准确把握2035年共同富裕取得实质性进展的几个目标,在坚持人民至上的基础上,从价值目标、整体设计与分步推进三个层面,推进分配制度这一共同富裕的基础性制度的改革完善。Considering the situation in the light of national conditions,Xi Jinping,the General Secretary of the CPC,has issued a series of important discourse on the solid advancement of common prosperity,stressed that common prosperity is an important feature of Chinese modernization and called for the improvement of the dis⁃tribution system,which is the basic institutional arrangements for common prosperity.This means that common prosperity not only has the political basis,the value basis and the economic institutional basis,but also has the basic institutional arrangements of the distribution system with Chinese characteristics.This requires us to cor⁃rectly handle the relationship between enriching social wealth and rationally distributing social wealth,scientifi⁃cally understand the nature and function of“three times distribution”,accurately grasp several targets for achieving substantial progress in achieving common prosperity by 2035.We should promote the reform and im⁃provement of the distribution system,the basic system of common prosperity,from the three levels of value goals,overall design and step-by-step promotion,on the basis of adhering to people centered development.
