摘 要:论文指出国防科技成果转化并非是从技术到产品市场的“一锤子买卖”,而是创新链路上关键的“惊险一跳”,应超越线性创新模型将成果转化视为孤立、单向度的技术转移过程的传统观点,引入创新链视角,视其为创新生态网络中多个节点间的动态反馈、调适、协同合作等多次迭代后的集成创新过程。论文运用创新链视角,对国防科技成果转化典型转化链路、管理运行流程、知识流动过程、管理支撑体系进行了内在机理分析,梳理指出成果持有方、受让方、支撑方存在的问题并研提相关政策建议。This paper points out that the transformation of defense technology products is not a"one-shot deal"from technology to product market,but a key "thrilling jump"along the innovation chain.We should go beyond the traditional view that regards the technology transformation as an isolated and one-dimensional process,and introduce the perspective of innovation chain,regarding it as an integrated innovation process after multiple iterations such as dynamic feedback,adapta-tion and collaborative cooperation among multiple nodes in the innovation ecological network.From the perspective of inno-vation chain,this paper analyzes the internal mechanism of defense technology products transformation including the typical transformation procedure,management operation process,knowledge flow and management support system,points out the problems existing in the holders,recipients and supporters,and proposes relevant policy suggestions.
